What is Harm Reduction?
Harm reduction is a practical, compassionate approach that prioritizes safety, dignity, and individual choice. It means recognizing that people are the experts of their own lives and meeting neighbors exactly where they are—not where we wish they’d be.

A Brief History of the Movement
The Activist Roots (1960s – 1980s)
Harm reduction began as a form of community survival and resistance against state neglect. Significant pioneers include:
- Black Panther Party: Launched healthcare clinics as part of their “Survival Programs.”
- The Young Lords: Occupied hospitals to establish revolutionary care models.
- ACT UP: Pioneered illegal syringe exchanges in the 80s to stop the HIV epidemic.
Today, we bridge the gap between direct practice (kits/Naloxone) and advocacy for structural change.
